What is the European ELoGE label?

It is a Seal, promoted by the Council of Europe (CoE), given to those local governments that stand out for their governance excellence.

The label is based on the 12 principles of good governance, including areas of action for effective and efficient municipal governance, focusing on sustainability and innovation.

These 12 principles are, in turn, distributed into 97 indicators, through these, the participating governments will be able to self-assess themselves and check where they stand.

Why ELoGE?

Nowadays, we are living in a time associated with a clear paradigm shift. The pandemic, the various international conflicts, the great and imminent challenges in the digital, social and environmental fields… are milestones that have dizzyingly accelerated the path towards a transition for which local governments must be prepared.

And in order to successfully reach this transition point, it is necessary for institutions to have carried out a transformation process. And this is precisely where ELoGE is key.

Advantages of ELoGE

  • INTERNAL KNOWLEDGE: allows the municipal government to know what its strengths and weaknesses are, in order to concentrate efforts where they are really needed.
  • COLLABORATION: municipalities collaborate within themselves and work in collaboration using a methodology endorsed by the Council of Europe.

  • EVOLUTION: It is an evolving tool, it is perfected as long as it is used and it is periodically updated to the actual moment, to new regulations, new trends in society, etc

Continuous improvement

The keystone of the ELoGE methodology is continuous improvement.

The ultimate goal is to continue the path of improvement in all areas of good governance. Achieving the award is not the main objective.
